As signatories, each jurisdiction pledges to select Electoral College members who support the presidential candidate who won the most votes nationally, regardless of which candidate won the most votes in that particular jurisdiction. By its terms, the compact will go into effect only when states totaling at least 270 Electoral College votes—the number needed to win the White House—enact the plan. So far, jurisdictions accounting for 196 votes—more than 70 percent of the needed 270—have signed on."
Human knowledge has progressed exponentially since the dawn of modern science. It is no longer reasonable to accept claims without sufficient objective evidence.
